With the amount and density of its population, Istanbul, theadministrative and military center of the Ottoman Empire, survived forcenturies as the center of a massive consumption. The basic issue hadalways been the matter of supply of the essential needs of thepopulation of the capital. Administration, as a continuation of atraditional understanding, had seen itself competent and responsiblefor ensuring the required goods and services on the market to beabundant, cheap and of good quality. By personal and institutionalappointments and by continuous monitoring, control and orientation atthe ministerial level in the process of both production and also supply,the administration had been in the effort of keeping under control themarket of goods and services for the supply of basic consumption goodsand especially fuel (mahrukât) within them.In this study, fuel (wood and coal) that is “one of the basic needs”for Istanbul is discussed. For ages, besides being importantconsumption goods for the people in Istanbul, wood and coal have alsobeen basic production factors and two of the most important inputs forconsumption. The importance of these goods for the market in Istanbul,their supply market, production areas, the methods and role of thegovernment in the control of the market and in the production steps ofthese indispensable goods that are sources of energy for everyday life,consumption and industry have been investigated on the basis of theresources of the Prime Ministry Ottoman Archives.
