Geçmişten Günümüze Türk Polis Teşkilatın

Law enforcement (police) as the Ottoman State and previousperiods was carried out by soldiers and other officials. Until it is calledinternal security service, military police units in carrying out this task.For this reason, the current sense, the police are not able to drive a veryold history. The use of present-day of the word police was in 1845 withthe establishment of the Turkish National Police.That rank highly with the word police, meaning owned degreesand position. Law enforcement the rank of staff education, successfuloperation, owned by a good record to take the title refers to thehierarchical profession. Policing is a career profession. Police officersmust be in a hierarchical structure. Of command within the policesystem degrees and ranks of police officers has to be a profession. Forthis reason, police ranks are quite important in a police organization.Many scientific studies are still being made about TurkishNational Police with the establishment and the development of it.However, historical developments of ranks in Turkish National Policehave not been revealed in a collective manner. In this study scanningthe police ranks of legislative texts, names, profession and evaluationwere performed. Police ranks like Police chief, the Commissioner camefrom Ottoman bureaucracy to Turkish Republic. These police ranksclasses in each other and show continuity with the texts of thelegislation. After giving information about police ranks which used inTurkish National Police, some useful assessments were made for today. Kolluk görevi Osmanlı Devleti ve daha önceki dönemlerde askerler ve diğer görevliler tarafından yerine getirilmiştir. İç güvenlik hizmetini yürüten birimlere polis adı verilene kadar asker kimseler tarafından bu görev yerine getirilmiştir. Bu nedenle bugünkü anlamda polis teşkilatı tarihini çok eskilere götürmek mümkün değildir. Polis kelimesinin günümüzdeki anlamında kullanılması ise 1845 yılında Polis teşkilatının kurulması ile olmuştur.Rütbe sözcüğü polislerin sahip olduğu derece, mevki anlamlarına gelmektedir. Emniyet Teşkilatında rütbe, personelin eğitim durumu, başarılı çalışması, iyi sicil alması ile sahip olunan hiyerarşik meslek unvanını ifade etmektedir. Polislik bir kariyer mesleğidir. Polislerin hiyerarşik bir düzen içerisinde olması gerekmektedir. Emir komuta sistemi içerisindeki polislerin bir meslek dereceleri ve rütbeleri olmak zorundadır. Bu nedenle polis teşkilatında rütbelerin önemi oldukça büyüktür.Emniyet teşkilatının kuruluşu, gelişimi ile pek çok bilimsel çalışma yapılmış ve halen yapılmaktadır. Ancak Türk Emniyet Teşkilatında kullanılmış rütbelerin tarihi gelişimi toplu bir şekilde ortaya konulmamıştır. Bu çalışma ile polis teşkilatının kuruluş tarihi olan 1845’den itibaren mevzuat metinleri taranarak rütbe isimleri, meslek dereceleri hakkında bilgi verilmiştir. Emniyet müdürü, emniyet amiri, komiser gibi temel rütbe isimlerinin Osmanlı bürokrasisinden Cumhuriyete intikal ettiği anlaşılmaktadır. Bu rütbelerin kendi aralarında sınıflara ayrılmış olması mevzuat metinleri ile bir devamlılık göstermektedir. Türk polis teşkilatında kullanılan rütbe isimlerinin tarihi gelişimi hakkında verilen bilgilerden sonra günümüze faydalı bazı değerlendirmeler yapılmıştır
