Manuscript pieces are one of the significant elements of ourcultural treasury. We think that besides their grammar features,contextual analysis of these pieces also needs to be done. Our study, wetry to do accordingly, is about 360-page text of talik calligraphy, entitledGencine-i Adalet, which had a characteristic of copyright book ofgovernment and which was presented to Ottoman Empire Sultan 1stAhmet in the 17th century. Along with its social features andnationalistic state government construction This historical text,,including multi-directional characteristics of Power concept, is analyseddiscursively according to Michel Foucault’s theory and methods who isthe owner of the leading views in both the fields’ of philosophy of powerand discourse analysis. Firstly we give a general theoretical informationabout power concept and philosophy of power and then discourseconcept and discourse analysis. Depending on these information wework on theory and method and introduce them within the intersectionline of philosophy and linguistics. After this, in the subchapter wherewe passed to the applications, base units of power philosophy,depending on Gencine-i Adalet and taken from it, are analyseddiscursively. Although Political Treatises (Siyasetname) generally havetheoretical content, the theories in Gencine-i Adalet especially in fourthpart supported by story applications having historical aspects. Instories Arabic and Persian words and noun phrases replaced by Turkishones. Thus theories supported by applications presented in a moresimple language. The fact that theoretical expression are written in aintricate way can be explained with the necessity of narrators thesubject reality have. This rationale is used in the text, "ie, meaning,means" with the words "information" and thus making governmentmore powerful is aimed.
