The theory of a maser-instabiligy driven by a beam of weakly relativistic electrons is discussed. The main purpose of this paper is to complement the derivation of the expressin for the growth rate. An approximation, which enables us to see the physics associated with the growth rate more clearly, is suggested. Moreover, some essential numerical results are also presented.
