Scenarios are stories that describe different possible but equally plausible futures developed through methodologies aiming to include the perception of different actors regarding the certainties and uncertainties of complex environments. This paper reviews the role of scenario development as a key tool for the analysis of the future. It also highlights that that the function of scenarios is not to predict the future, but to provide opportunities to take part in its construction consistently.
