Organizational models of public policies in science, technology and innovation (STI) show the profile of the State and the role performed by the different actors, whether public or private. Consequently, giving an account of recent STI policies involves focusing on the tools used by the State to position and guide institutions according to the predominant interests and views in the political and economic context. The article analyzes STI policy instruments from the viewpoint of their specific objectives, thereby facilitating the approach to interpreting policy profiles. It studies the manifestations of this phenomenon in Latin America in particular, accounting for general trends and specific cases
