The structural change linked to the quota regime has had the same results as in other EC countries. The process is similar to the one in Germany or France. However, the pattern of quota management in Spain is closer to the flexible model in United Kingdom and The Netherlands. On the other hand, the quotas are shared out de facto amongst Autonomous Regions, as quota transactions between them are subject to strong administration limits. More than the separation between quota and land, the interests of Autonomous Regions have taken part as these consider their territory as a locked district, from which no quota can be left out in order to avoid any loss in their wealth.
