The objective of this paper is to analyze the reasons for the structuring of political discourse in the\udHoly Spirit based on the condition of regional backwardness of the State in relation to the economy\udof other federal units, and the joints of this discourse on the Mount of capixaba identity. Greater\udemphasis is given to the period of the First Republic (1889-1930), for it be a turning point in state\udpolitics, armed on class interests, that as the conjuncture Federalist Republic, oriented to territorial\udconstruction of Espírito Santo. Through other information, we seek to present the continuity of the\udpolitical discourse of the local elite to appeal to the past and delay constraints to the development\udof the Espírito Santo
