Large sections of Texas experienced exceptional or extreme drought from 2010 through early 2015, straining water supplies for all uses. Further, climate change complicates projecting future water supply and demand. Vigorous drought mitigation and resiliency planning is an essential element of the state's sustainable water resources management.
