Water and wastewater utilities face an increasingly complex array of challenges, spanning economic, regulatory, environmental, and social issues. Challenges likely to persist into the future include tight budgets, flat or decreasing revenue, and declining water use, thereby increasing regulation, rate pressures, and the need for better public communication. Regional collaboration can help utilities address some of these challenges.
