The Water Research Foundation report, Performance Benchmarking for Effectively Managed Water Utilities, addresses qualitative metrics by using “process” or “performance” benchmarking, with each process focusing on a utility's capability regarding the practice areas identified in each of the 10 attributes of effective utility management (EUM) identified in Effective Utility Management: A Primer for Water and Wastewater Utilities, compiled by industry organizations and the U.S. Environmental Protection Agency (USEPA). Key metrics and practice areas for achieving the 10 attributes were identified through literature review, water/wastewater utility participation, and development of a performance benchmarking framework and tool for each attribute. In addition, the framework, methodology, assessment, and tool for EUM benchmarking will be pilot tested with water and wastewater utilities. Participating utilities will be able to use benchmarking to track their progress, as well as benchmark themselves against leading practices to develop improvement plans.
