Higher education institutions which must adopt themselves to the rapid changes in the world should measure their performance and connect it to a system in the process of continuous development and improvement. Balanced Scorecard which offers an opportunity to the institutions to evaluate their performance from so many different aspects comes to the fore in performance measurement systems and is widely used. In this study, a Balanced Scorecard which can be used in higher education institutions has been proposed. This study, designed as a case study, has been carried out at the Çanakkale Vocational School of Social Sciences. The data obtained from the primary and secondary sources has been analyzed via the descriptive analysis. First, the current situation of the college has been discussed, then performance dimensions, objectives and measures of the Balanced Scorecard have been identified considering the mission, the vision and SWOT analysis results of the college and the applicability of the Balanced Scorecard have been evaluated. As a result, it is concluded that Balanced Scorecard can be formed in all units of the universities and applied effectively in academic and administrative units
