The postgraduate education level which includes master's degree and PhD is the superior part of higher education in the world. Therefore, master and particularly PhD studies are of special significance for any higher education institution or country. In this study, postgraduate programs in Turkey are generally evaluated with subjects, dissertations and academic studies. The postgraduate program structure of Turkey is also compared with those of Europe and the USA. In order to improve the quality of the postgraduate programs –PhD programs in particular- and higher education in Turkey, some practical measures are suggested
