One of the many tasks the author has as an employee of the Oregon Water Resources Department (OWRD), located in Salem, Ore., is to review and analyze water management and conservation plans (WMCPs) for municipalities. A municipal WMCP requires suppliers to identify and analyze their existing sources of water, conservation program, curtailment plan, and projected future demand for water.
