In the March 2016 issue of Journal AWWA, I wrote “The Failure of Cooperative Federalism in Flint, Michigan,” a Law and Water column that reflected upon the important role of the US Environmental Protection Agency (USEPA) and the states, as co‐regulators, in implementing and enforcing our nation's environmental laws. The fallout from Flint continues, as numerous state and local officials were criminally indicted in April and July 2016 by Michigan's Attorney General.
