“OK, Let's Go”: Delivering Capital Projects in an Uncertain Environment

As I was thinking about topics for this month's column, I happened to reread the fine article by Richard Atwater (and co‐authors) in the June 2015 Journal AWWA, “Adaptation, Integration, and Connection: How Water Utilities Can Plan for Uncertainty.” The article quotes Dwight D. “Ike” Eisenhower and put me in mind of one of my favorite quotes of Ike's on planning: “In preparing for battle, I have always found that plans are useless, but planning is indispensable.” As a five‐star general and Supreme Allied Commander Europe (SACEUR in military parlance) overseeing the largest amphibious invasion in history, Eisenhower knew a thing or two about planning. In the June article, Atwater et al. described some of the integrated planning efforts occurring now in California and offered several valuable suggestions regarding future approaches to dealing with uncertainty in the planning process.
