Most of our water supply and distribution facilities, including the river intake, water treatment plant, and transmission mains, were long overdue for replacement and expansion. Keeping the system running had been a daily struggle since I had accepted the plant manager position in 2005. We were taking appropriate action to address the issue. We had added the position of a water conservation specialist and started a rigorous water conservation program in late 2007.
