The thesis conceived by a group of social workers on welfare as a social right and the acquisition of citizenship, published in the mid-80s, has become hegemonic among Brazilian social workers since it intended to be a choice to both alternative and conservative social work. However, as it was devised amid the process of redemocratization, this thesis lacked not only a theory for citizenship but also a deeper analysis of the transition circumstances, particularly the economic and political limitations to the effectiveness of citizenship in Brazil along with the process of economic globalization and structural adjustments. This is, in fact, the purpose of this article.
