Recent reforms have strengthened the ties between universities and their territory in France. Communities and associations play an important role to support the development policies of institutions. Autonomous universities are thus confirmed as actors in economic, social and cultural factors in their environment. These guidelines are changing the place of the university in society. Social responsibility of universities began to be raised when the institution meets the needs of the inhabitants of a territory's social life and culture. In particular, access to higher education and retention of graduates are local issues that enhance the public service role of universities. It remains to study the effects of school autonomy on democratizing access to knowledge at the heart of these new forms of regulation between European, national and local levels, for this theory was used in this paper the method of scenarios.
