A plan is proposed for a Drug‐Dependence Service which supplements existing treatment services by providing methods of compulsory supervision for those individuals who fail to respond to the voluntary system. These proposals emphasize the need to treat the drug dependant out of prison, and the use of probation and out‐patient rather than in‐patient care. The plan includes provisions for epidemiological surveys, operational audit of management and treatment programmes, the development of educational and preventive approaches, and an administrative structure to coordinate programmes run by government and voluntary agencies.
