on arrival if the vessel carries a qualified doctor, who can advise by radio, before the ship berths, that all passengers and crew are healthy and that all vaccination certificates are in order. Up to the present this concession had been confined to certain large passenger liners. Unscheduled inspections would be made to ensure that the privilege was being respected.
