In the 1960's, circumstances have changed. Every citizen may reasonably expect to seek the advice of a consultant physician, surgeon or obstetrician, no matter where he or she Is domiciled; the rational development of regional hospital services linked with base facilities is an integral part of national planning for population growth and decentralized development.
