He said that the paramount concern of Australia was the welfare of the people of the Territory, which he called a "great experimental area" and a country which afforded a splendid example of a people going forward. He pointed out that in 1923 there had been only 14 hospitals and 13 medical officers in Papua and New Cuinea, but by June, 1963, Australia had established 100 government hospitals, 528 maternity and child welfare centres, and 1693 medical centres, and there were 148 doctors and 4400 other medical people.
