The aim of the article is to formulate methodological conditions for the development of pedagogical sciences, including the methodological procedures used by these sciences. The starting point of the analysis is to show the tension between theoretical and practical research. This tension means that without theory there is no practical research, and without practical research no theories can arise. The following parts of the article show the conditions related to exploratory and verification research and to types of explanations present in social sciences. These conditions are also shown as directions of methodological development of pedagogical sciences.
