Having properly prepared anti-crisis systems has become an indispensable element of thestate’s security policy. Ways in which individual entities of the anti-crisis system, such as thePolice, will be prepared to combat existing threats and how effectively they will perform theassigned tasks in difficult situations depend on numerous factors, including skills, knowledgeand quality of people working there. The research results presented by the author and someexamples of practical solutions prove that in the scope of improving the current methodswithin individual formations, services and institutions it is possible to develop better, moreeffective models and procedures that are successfully used in many countries, and their effectivenesstranslates directly into the safety of both the conducted activities and the participantsof these events themselves.
