In this article it became evident the importance of the social intervention by formulating public policies, presenting some solutions in order to resolve the crisis of the work society. In this context there were indicated some alternatives trying to work out the labor market. We take as empirical example the city of São Paulo, where was elaborated, during 2001-2004, one of the biggest social program of Brazil, by means of several partnerships
