Uma Abordagem Sobre a Eficiência, Eficácia e Efetividade dos Projetos e Ações, de Cunho Social, Ofertados pelo Poder Judiciário do Estado do Rio de Janeiro

The objective of this study is to evaluate the public policy offered by the Judiciary of Rio de Janeiro State, wich promoted projects and actions of social nature, seeking to disseminate innovative and humanizing practices in the matters of efficiency, efficacy and effectiveness. It was used as the primary method the case study, which is complemented by bibliography research, that included fieldwork  and even evidences of information. So, it was concluded, among other questions, that:  1) the efficiency evaluation had a positive result with the creation of an specific department,  the process of taking part of biddings  to contract philanthropic  entity and also a good management of budgets; 2) there´s a return to Tribunal de Justiça concerning to investments and project´s expenses through services supply that were realized by actors, besides social practices materialized by humanized values; 3) The effectiveness performance pointed good results in relation to no recidivism rate, in 2014, in the projects “Começar de Novo” and “Justiça pelos Jovens”; 4) there are vacancies to be filled by new actors in projects “Começar de Novo” and “Pais Trabalhando”, pointing that these projects partially attended public policy; 5) The social projects strengthen the preventive activity, with rescue concepts of citizenship, family promotion, incentives for education and professionalization, seeking to mitigate conflicts of society and disseminating the human being dignity
