The aim of this study was to uncover the key determinantsand indicators that have the potential to demonstrate thesuccess level of higher education institutions (HEIs). Althoughsome criteria and mechanisms for internal and externalevaluation of HEIs are widely accepted, it is still necessary toadapt them and develop mechanisms for a more detailedinstitution-level performance assessment. This survey-basedresearch empirically validated a model of key determinantsand performance indicators of HEIs as perceived by teachersand teaching assistants from four major universities inCroatia (N = 619). In line with the current practice inCroatia, Strategy and quality planning, Organization andimprovement of educational processes, Collaboration andscientific research, and Financial and other resources wereextracted as key determinants. As expected with regards to performance indicators, the respondents deem enrolmentand graduation rates of bachelor, master and doctoratestudies as the most important indicators but also emphasizethe importance of process-related indicators such asaccreditation, standardization and cooperation. All HEIs inCroatia can evaluate this set of determinants and indicatorsaccording to their own context and use it to design anddevelop a comprehensive model for monitoring and trackingtheir performance and reporting to various stakeholders, andultimately to implement an institution-wide performancemanagement system
