Promoting the modernization of national governance system and governance capacity is the general goal of comprehensively deepening reform, an important strategic measure for the work of the party and the state under the new historical conditions, an important guarantee for realizing the "two centenary" goals and realizing the Chinese dream, and embodies the party's overall vision and strategic vision under the new historical conditions.
