This article analyzes the discourse "The President of the Republic's Exposition to the Armed Forces", pronounced by Juscelino Kubitschek in June 17, 1958, it indicate at the external politics and Pan-American Operation (OPA). The objective, through the french line Discourse Analysis, is to understand the development ideology, having as analysis guide the development/security pair
