Has democracy being consolidated in Brazil? An affirmative answer to this question presupposes, firstly, the partly consensual acceptance of the basic values of democracy and the end of each and every reserve of dominion for some segments of society or State organizations. In countries with an authoritarian past such as Brazil and most of the Spanish-American countries, the fact of leaving behind a patrimonial way of governing, the incorporation of minimal democratic procedures as well as new ways of controlling the State in different forms of accountability, is also presupposed. Do the macro-social factors interfere with the democratization process? The purpose of this research is to understand the opinion of the Congressmen/women about these problems, observing if any changes in the perception of this segment of the political elite have occurred in relation to democratization in Brazil
