The processes of establishment of parliamentary culture and a democratic consolidation have interdependent character and determine the quality of functioning of a democratic regime. From the perspective of subjective measurements on the quality of democracy, parliamentary culture is seen as both an essential element and a necessary precondition in the process of democratic transformations. The subjective criteria for assessing the quality of democracy on the one hand and "power index" and "people's power index" on the other hand assumes the opportunity to measure the functional efficiency of the parliament. In this regard, the author suggests the development of Parliamentary Culture Democratization Index (PCDI). This will give a chance to transfer the study process of the transition to democratic consolidation of the post-soviet countries to a qualitatively new level./Խորհրդարանական մշակույթի կայացման և ժողովրդավարական համախմբան գործընթացներն ունեն փոխպայմանավորված բնույթ և պայմանավորում են ժողովրդավարական վարչակարգի որակը։ Ժողովրդավարության որակի սուբյեկտիվ չափորոշիչների ուսումնասի-րության տեսանկյունից խորհրդարանական մշակույթը ժողովրդավա-րական անցման գործընթացում դիտվում է և՛ որպես բաղադրիչ, և՛ որպես նախադրյալ։ Մի կողմից՝ ժողովրդավարության որակի գնահատման սուբյեկտիվ չափորոշիչները, մյուս կողմից՝ «իշխանության ինդեքս»-ի և «ժողովրդի ուժի ինդեքսի» չափումները ենթադրում են խորհրդարանի գործառութային արդյունավետության չափման հնարավորություն։ Այս տեսանկյունից հեղինակն առաջարկում է մշակել խորհրդարանական մշակույթի ժողովրդավարացման ինդեքս (ԽՄԺԻ)՝ հետխորհրդային երկրների անցումից համախմբում գործընթացների ուսումնասիրությունը որակապես նոր փուլ տեղափոխելու նպատակով։
