La administración presidencial y el control de la burocracia

Este trabajo analiza la forma de control y de centralización de las políticas públicas que ejerce el Presidente sobre la Administración, considerando que constituyen el poder Ejecutivo en nuestro país, y que el centro de gravedad de los poderes del Estado ha pasado desde el poder Legislativo al Ejecutivo, y específicamente dentro de este, a la Administración. Se discute lo que se entiende por administración, Gobierno y buen gobierno, y en particular el caso chileno. Además, se describe el sistema estadounidense y la discusión respecto a la denominada “administración presidencial”.This work analyzes the control and centralization of public policies exercised by the President over the Administration, considering that both constitute the Executive power in our country, and that the gravity center of the State powers has moved from the Legislative power to the Executive, and within it, specifically to the Administration. It discusses what Administration, Government and good government means, and in particular the Chilean case. Moreover, it describes the American system and the discussion over the so called “presidential administration”
