This research aims at figuring out the shortage in the execution of the tenth National Strategic plan and learning whether is that a result of weakness in the qualified leaders or a result of lack of effectiveness of legislations in executing the strategic plan. The researcher has used the historical and descriptive methodology, he has attained some important results and recommendations, one of the results is that the study finds a contradiction ineffectiveness in applying the tenth national strategic plan, it advised the decision-makers to enact rules encouraging adequate budget according to specific projects and phases of time.
