Surabaya has big population and great economic potential land. When the city is developed in economic sector, then the condition has become the main attraction for job-seekers from rural areas, which contributes to the urbanization rate. All of them make untidiness atmosphere in some corners to the city. The local government was difficult controlled to high rate the urbanization cause limited funds, facility and infrastructure. The central government plans to implement the provision of housing for the lower classes and small employees who do not have a livable residence in the city. The limited of socio-economic factors among the low-income circles, leads to the emergence of settlements and slum areas that are not orderly. To overcome this problem, the state of local government do rejuvenation to many slum areas and move the residents who live in squatter to flats complex for low income society. The local government that measures among others realization with conducting the low-cost housing and built the flats complex in the city. Urban renewal, is the only way in creating the city so that can be clean, healthy, and orderly and dignified. The local government hopes that the resident can be developed by themselves in there. The culture of togetherness among low-income level brought to participate the lifestyle in complex of flats. The various activities of low-income level that settlements serve are fulfilled. There are such as togetherness spirit, socialization in group, centers of economic activities, non-formal education in among others. The shared space as a container acts where these various activities take place in. The research objective is to study how the right placement of shared-space on environment of low income flats complex to formulate the basis of favorable treatment. So that the occupants do not move on to other places and they can be developed by themselves in there
