The article considers the most acute problem of the higher education system - a competitive assessment of the teaching staff. The seriousness of this problem is associated with negative processes that often occur due to improper operation of the criteria system during the competition. The solution to these difficulties consists in developing an adequate model for assessing the academic staff and creating on its basis a balanced system of assessment criteria. The article proposes a “progressive model” for assessing the academic staff and a set of criteria for evaluating the work within this model, which allows a comprehensive assessment of the work done by all existing categories of teaching staff. This approach allows more efficient development of academic work and scientific fields by preserving human capital.
