
Management performance of local public administration and the qualitative criteria for its evaluation

Currently, the notion of “performance” is infiltrating with safe steps in public management. Attempts to assign concrete qualities to the performances registered by the LPA management are more and more frequent, in order to identify some possibilities to quantify these performances. The article tries to clarify what the performance itself entails, and then to identify the qualitative criteria that are relevant for the evaluation of these performances. In order to establish the criteria, the legal prerogatives of the LPA that ensure the increase of the quality of life in the local community, as well as the needs and expectations of the community were taken into account, for the simple reason that the objectives of civil servants must be correlated with community needs.
