Security became an important factor of integration development. The impetus to form United Europe was based on the French initiative to create European Steel and Coal Community that was the first step towards overcoming contradictions between French and Germans. Further Frenko-German cooperation in the fields of security significantly stimulated the European integration process and made a basis for creating and modern development of the second pillar of the European Union.
