The article shows the increasing legislative power of the UN Security Council\udover the last two decades, although the doctrine is not unanimous on the issue.\udThe Council,in itstwo resolutions (1970 and 1973) took new measures,not seen in\udprevious resolutions. Libya appeared recently before the Human Rights Council\udand the report,very good in the eyes of the government,was seriously critized.The\udevents as of february and the government’s reaction defies the content of the report.\udLibya committed flagrant violations of human rights.The Human Rights Council\udestablished a group of experts,which in early June published a detailed report which\udtestified to grave violations
