This research intends to identify the Hip Hop historical origins and how this movement has been established in Brazil, besides analyzing the citizenship conceptions present in two documents and official projects, which were built by the public power in the actual federal management, that involved the Hip Hop movement and the possibilities – within social movements as Hip Hop – to build a collective citizenship related to a emancipated perspective. These research components, which are exploratory and bibliographic, are related to documental content analysis and intend to show and discuss this new context in which the Hip Hop movement is inserted and involved in, and also collaborate with public politics in certain segments of the population, especially young people
