The article analizes public/popular library services in Buenos Aires and surrounding areas. The aim has been to relate the descriptive local data with the trends in developed countries after a selective study of the international literature. The results have shown that the studied units provide a basic service, misuse their alleged technological infrastructure and do not direct their resources to implement the services required by society in the information age
