The article examines the phenomenon of cultural and linguistic heterogeneity in the Soviet national republics of the USSR. It is shown that cultural and linguistic heterogeneity was the result of the policy of national-Russian bilingualism of the Soviet regime. The paper is proposed a classification of forms of cultural and linguistic heterogeneity among the Soviet republics.
