EUROPA 2050: RENOVABLES Y CAMBIO DE MODELO ENERGÉTICO. CONSIDERACIONES SOBRE SU RECEPCIÓN EN ESPAÑA

Este trabajo tiene dos partes: en la primera, se describe la ambiciosa estrategia europea que con el horizonte de 2050 pretende la sustitución paulatina del actual modelo de producción y gestión energética por otro que, basado en las energías renovables, pivota en cientos de miles de productores/consumidores conectados a una macrorred inteligente de gestión del sistema (generación distribuida). La segunda parte proyecta este modelo en la regulación española actual, y en particular en dos determinaciones que deben sustituir su planteamiento regulatorio para adaptarse a las exigencias, actuales y futuras, europeas: una planificación energética integral, que integre la coordinación previa de todos los actores del sistema, y una presentación de las reglamentaciones y normas técnicas que haga visible la dimensión, europea, del mercado. Eredu berriak sistema kudeatzeko makrosare adimentsu batera konektatutako ehunka mila ekoizle eta kontsumitzaile ditu oinarri (sorrera banatua). Bigarren zatian, eredu hori Espainiako egungo erregulazioan proiektatzen du, batez ere, Europako egungo eta etorkizuneko betekizunetara egokitzeko planteamendua aldatu behar duten bi arlotan: sistemako eragile guztiak aurrez koordinatuko dituen energia-plangintza integral batean, eta merkatua berez Europa osoak osatzen duela erakusten duen erregelamendu eta arau teknikoen multzoan. This work has two parts: in the first one, it outlines the ambitious european strategy that has 2050 as a horizon with the progressive substitution of the current model of energetic production and management with another one based on the renewable energies, that revolves around hundreds of thousands of generators/consumers linked to a macro intelligent net of management of the system (distributed generation). The second part projects this model within the current spanish regulation, particularly in two determinations that must substitute their regulatory approach in order to adapt themselves to the present and future european requirements: integral energetic planning, that makes part of the previous coordination of all the parts of the system, and an introduction to the technical regulations and norms that make visible the european dimension of the market.
