LA CONSTITUCIÓN DE GRUPO PARLAMENTARIO EN EL CONGRESO DE LOS DIPUTADOS. ESPECIAL REFERENCIA AL CASO DE AMAIUR

El trabajo lleva a cabo un estudio acerca de los requisitos formales y materiales requeridos para la válida constitución de Grupo Parlamentario en el Congreso de los Diputados. Se crítica la decisión de la Mesa de la Cámara de denegar la constitución del ¿Grupo Parlamentario Amaiur¿ por entender que los Diputados de dicha coalición reunían todos los requisitos requeridos para su válida constitución en Grupo Parlamentario propio. Así mismo, entendemos que la denegación puede suponer una vulneración del derecho a la participación política, pues los Grupos Parlamentarios ejercen una función central para poder desarrollar la función representativa con total plenitud. This work is a study about the formal and substantive requirements for the valid formation of parliamentary groups within the Congress of Deputies. It is criticized the decision of denying the formation of the ¿Parliamentary Group Amaiur¿ adopted by the Chamber Commission as it is understood that the deputies of that coalition have all the required requisites for its valid formation as a Parliamentary group itself. Likewise, we understand that the refusal can mean a breach of the right to participate in politics because parliamentary groups exercise a core function so as to be able to develop their representative function.
