To the number of the key problems of modern development of Russia is the problem of sustainable economic development of each of its regions on the basis of consistent reform of market institutions and effective structural modernization of the regional economy. It is possible to achieve a solution to this problem only taking into account the entire range of external and internal factors and conditions affecting the regional economy, which need a comprehensive analysis of the region’s significant competitive opportunities. The aim of the research is an objective assessment of the competitiveness of the regional innovation system based on the method of integral indices, the level of innovative development of municipal districts and urban districts. The scientific novelty of the research lies in the complex diagnostics of the competitiveness of the region, which makes it possible to identify both the most favorable prerequisites for their economic growth, and the existing limitations in their economic development.
