This article examines the modern-day settlement system of the Russian Federation with a view to the formation and development of the South Siberian conurbation. Based on 3D modeling methods and Zipf's law, a spatial analysis of the country's settlement system was carried out, and the boundaries of public transport accessibility within the conurbation under consideration were determined by the isochron technique. The trends of "intergrowth" between the central cities of the South Siberian conurbation predict the development of high-speed transport in this territory, the construction of which will activate urbanization processes. It proves the hypothesis that the formation of the South Siberian conurbation, as a "driver" of social and economic development, will contribute to leveling the spatial imbalances of the settlement system of the Russian Federation.
