The frequency of frequent discussions about moringa plants emphasizes the importance of this issue in the thinking construction of Governor Viktor Bungtilu Laiskodat (VBL). This public communication incident was examined to trace the dominant issue and explore the depth of the meaning of leadership behind the incessant development narrative of the Governor of VBL regarding the development of Moringa. This study uses a framing analysis approach to the online media Pos Kupang and Kompas, which is then interpreted using a hermenutic approach. The results of the framing analysis show that the most highlighted issues in every narrative about moringa itself are the development of moringa in NTT, the extraordinary potential and properties of moringa in NTT, the nationalism of moringa products, the impact of moringa development and hard work in its development. The result of the interpretation raises the meaning of the current development spirit, the development paradigm and the political invitation to develop NTT. Recommendations for this discourse emphasize how the narrative of Moringa in the invitation and political movements of the Governor of VBL is strengthened on issues of the welfare of the people of NTT behind the development of Moringa. The Moringa narrative is also positioned in the development of Moringa which constructs a positive image of the people of NTT towards the VBL Governor.
