Статья посвящена исследованию нормативно-правовой регламентации проверки сообщений о происшествиях в учреждениях, обеспечивающих изоляцию от общества. Констатируется, что в нормативных правовых актах, регулирующих рассматриваемый институт, отсутствует правовое закрепление порядка, средств и сроков проведения проверок по регистрациям в Журнале регистрации информации о происшествиях. На основе анализа нормативно-правовых актов, правоприменительной практики и результатов экспертного опроса сотрудников УИС автором предлагается двухэтапный алгоритм проверки сообщений о происшествиях в учреждениях УИС. Рассматриваются средства проверки сообщений о преступлениях и происшествиях, вытекающие из специфики деятельности и обязанностей учреждений, обеспечивающих изоляцию от общества, и сотрудников этих учреждений. Восполнение пробелов Инструкции о приеме, регистрации и проверке сообщений о преступлениях и происшествиях в части порядка, средств и срока проведения проверок по информации, зарегистрированной в Журнале регистрации информации о происшествиях, устранит проблемы правовой регламентации проверки сообщений о происшествиях в учреждениях УИС, что будет способствовать эффективности рассматриваемой правоприменительной деятельности. The article is devoted to the study of the legal regulation of verification reports of incidents in institutions that execute isolation from society. It is stated that in the normative legal acts regulating the institution in question, there is no legal fixation of the order, means and timing of checks on registrations in the Incident Information Log. Based on the analysis of regulatory legal acts, law enforcement practice and the results of an expert survey of penal institutions’ employees, a two-stage algorithm for checking messages about incidents in penal institutions is proposed. Means of verification of reports of crimes and incidents arising from the specifics of the activities and responsibilities of institutions executing isolation from society and employees of these institutions are considered. Bridging the gaps of Instructions on the reception, registration and verification of reports of crimes and incidents in terms of the order, means and timing of inspections based on information registered in the Incident Information Register will eliminate the problems of legal regulation of verifying reports of incidents in penal institutions, which will contribute to the effectiveness of the considered law enforcement activity.
