Abstrak Objektif.  Tujuan kajian ini adalah untuk menformulasikan strategi pengembangan Akademi Komunitas Negeri Indonesia (AKNI) dengan Blue Ocean Strategy (BOS). Material and Metode. Untuk itu dilakukan penelitian deskriptip yang mendeskripsikan 4 langkah penyusunan strategi pengembangan AKNI. Jenis data yang digunakan adalah data sekunder yang diperoleh dengan metode dokumentasi, kemudian dianalisis dengan pola yang dibuat oleh Utama (2008). Hasil. Hasilnya tersusun strategi pengembangan AKNI yang sekarang ini dirasakan tidak memiliki daya saing, untuk terus bisa berkembang di waktu dan masa mendatang. Kesimpulan. Strategi ini diawali dengan mengidentifikasi pasar dan calon konsumen potensial AKNI, kemudian merumuskan jasa penyedia kompetensi AKNI. Berdasarkan ke dua hasil terebut dirumuskan manfaat yang akan diperoleh para calon konsumen potensial. Manfaat tersebut selanjutnya ditawarkan dengan menyampaikan opportunity cost yang akan diperoleh para calon pelanggan potensial. Kemudian dilakungan rangkaian penerapan BOS untuk pengembangan AKNI. Results The result is an AKNI development strategy that is currently felt to have no competitiveness, to continue to develop from now and in the future. Conclusion. This strategy begins by identifying the market and potential AKNI potential customers, then formulating the services of AKNI competency providers. Based on the two results, the benefits will be formulated to be obtained by potential customers. These benefits are then offered by conveying the opportunity cost that potential customers will get. Then a series of BOS implementation was carried out for the development of AKNI.
