This article focuses on two other neoliberal elements featured in the new HE reform bill proposal, which include spin-off companies and lifelong learning programs. We argue that these are interrelated phenomena, whose primary aim is to make university meet the interests of private capital with lifelong learning acting as the final harbinger of measures geared towards further class segregation and commercialization of public university and adult education
